‘STPI ELITE’ and Secondary Data Centre of National Data Repository DGH were inaugurated and became functional with state of the art new facilities in the New Enclave in Bhubaneswar today.
The new facilities have been inaugurated by Sri Ravi Shankar Prasad, Hon’ble Minister for Electronics & IT and Law & Justice and Shri Dharmendra Pradhan, Hon’ble Minister, Petroleum and Natural Gas and Skill Development & Entrepreneurship, in the presence of Shri Badrinarayan Patra the Minister of School and Mass Education, Science and Technology Department, Government of Odisha near Gothapatana today.
Dr. Omkar Rai, Director General, STPI, Shri Devesh Tyagi, Senior Director, STPI and Shri Manas Panda, Director, STPI Bhubaneswar were among the dignitaries present during the occasion.
In his inaugural address, the Union Minister Shri Prasad said, STPI, Bhubaneswar is the biggest technology park in Eastern India. It will empower Odisha and reduce digital divide between “Digital Haves” and “Digital Have-nots”. STPI will bring Digital inclusion by way of start-up revolution and large scale e-transaction through JAM (Jan Dhan, Aadhaar, Mobile). He said, India has around 130 crore population and 120 crore mobile phones. Out of them, 45 crore are smart phone users.
55 crore internet connections were provided so far. One lakh villages have been connected with broadband internet. The Minister said, when the NDA government came to power, the optical fibre connection was to the tune of only 358 KMs which was spread during 2011 to 2014. However, during Shri Narendra Modi’s government, the optical fibre connectivity reached to 2.72 lakh KMs from 2014 to 2018.
The Minister said, through JAM and DBT, the government has disbursed Rs. 4 lakh crore subsidy benefit to the common men by saving 90 thousand crore rupees by blocking the leakages. So, digital governance means good governance.
The IT Minister said that, divulging Aadhaar does not mean that, one’s iris and finger print data will be leaked out. It has been indigenously encrypted so that, no one can have access to the personal data of a citizen. He said, 3 crore data authentication is being done every day. 15 crore farmers were given soil health cards. 2.74 lakh hospitals have become digital hospitals through which tele-medicine facilities are being provided in Medical College Hospitals and many district headquarter hospitals.
Union Minister Sri Prasad said, 121 centres are operating BPOs in the country. In Odisha, 13 inprinciple approval were given to companies to start BPOs in Bhubaneswar, Jaleswar, Cuttack and Balesore. Many companies have already started operating and others are in the process of being commissioned. He said, more BPO centres will come up in Angul, Jajpur, Sambalpur and Jeypore (Koraput) which were approved by his Ministry. So far, 2400 seats in BPOs allotted to Odisha. The state of Odisha has enough talent to became a centre of electronic manufacturing.
The centre is focusing on the development of Odisha, Bihar, Jharkhand, West Bengal, Eastern UP to make Eastern India more developed and to bring it on par with other developed regions of the country, said the Union IT Minister.
Addressing the function, the Union Petroleum, Natural Gas, Skill Development and Entrepreneurship Minister Shri Dharmendra Pradhan said, Data Mining and Repository are highly needed for oil and hydrocarbon exploration as well as production. Even during oil block auctioning, Data Repository help is highly required. Digital India encompasses all electronically based activities in daily life from ATM and POS devices to artificial intelligence. Data Repository will also help research in hydrocarbon sector.
The Minister said, Rs. 3.5 crore incentives is provided to start-ups in the innovation and incubation fields. Digital India initiative is meant to bring ease of leaving in daily life. Odisha has a pool of highly talented students and youths who can be the world leaders in technological innovations. The Petroleum Minister also dwelt upon the 4th generation Industrial Revolution being ushered in the country under the leadership of Prime Minister Shri Narendra Modi.
Software Technology Parks of India (STPI) has been working with distinct focus for promotion of IT/ITES exports from the country by providing single window regulatory services under STP & EHTP schemes, plug & play incubation facilities for the start-up companies and young entrepreneurs as well as High Speed Data Communication services for a seamless access for offshore IT/ITES exports.

STPI has also been instrumental in promoting IT exports from the state of Odisha. Over the years, STPI has put new milestones in IT exports of the State. STPI-Bhubaneswar is instrumental in attracting blue-chip IT companies to the State and played phenomenal role in the growth IT exports from the Odisha which recorded around Rs. 3800 crores during 2017-18 putting the State in commendable position in the IT Map of the Country. STPI’s efforts have also created huge direct and indirect employments and overall development of economy of the state.
To further facilitate the IT/ITES industry and boost the IT exports, STPI has established its additional state-of-the-art facility at Bhubaneswar.
Sprawling across around 3 Acres of land at IDCO Knowledge Zone, Gothapatna with investment of approximate Rs. 50 Crs, the State-of-the-art Building named as “STPI ELITE” is a mix of both modern and traditional architectural design which will house STPI’s Next Generation Incubation facility, Fabrication Lab in collaboration with MIT,USA, ESDM Incubation & Data centre to cater the need of the IT/ITES/ESDM Industries.
STPI Incubation Program will offer other modern facilities like Network Operation Centre, High Speed Data Communication, Cloud services, Plug & Play, semi furnished & Co-working IT space, Convention Hall, Conference, My Space, Language Lab, Cafeteria, Business Lounge, Bank/ATM, Amphitheatre & modern Building Management& other common Services. Recently STPI ELITE has been included in the Rental Subsidy Scheme of Government of Odisha under which the Incubatees can avail the facility at an affordable cost and ensure a sustainable growth.
STPI ELITE will offer a strong platform to leverage STPI’s rich experience in technology implementation, creation of incubation, Industry facilitation, linking to Industries & Industrial Mentorship and facilitate smooth flow of knowledge and sharing of infrastructure between STPI Incubates/IT/ITES/ESDM start-ups for to promote entrepreneurship & innovation.
The Integrated facilities will work as an Innovation Hub which would encourage Innovation, IPR creation, Product Development and offer a vibrant ecosystem for building a maker culture among the young techno-entrepreneurs, Start-ups and boost the IT exports from the region.
STPI’s effort for starting such an innovative model will spearhead the creation of employment, Business growth and entrepreneurial pursuit in the State.
